A necessary evolutionary step for societies at all levels where software is used to support social and political structures (is there any level where software is not?) is to adopt higher level informatic technology. Every participant should have a good idea what they're doing in everything that they do, and not every participant, by far, can be expected to learn C. Nor Ruby, JS, or whatever your favorite "high level" language is. None of it is high level enough, and that is a big deal.
Maybe I'm in a bubble, but very many people I talk to already understand that "code is law". The implications I just laid out are obvious and simple. So where's the funding for this work?
